According to him, complaints to the Police about illegal parking of motorised vehicles are no use because the Police require the person making the complain to stay at the site and wait for the arrival of the Police. It is strange because we have read a lot of complaints about illegal parking of bicycles but have never heard similar requirement. The Police and other departments seem to be rather willing to accept complaints about illegal parking of bicycles but not the illegal parking of motorised vehicles.
Does anyone know what causes this phenomenon?
For the time being, here are some wild guesses:
1. Don¡¦t forget about the tax income from motorised vehicles, and money is very important to the government. Complaining against motorised vehicles means threatening the driving culture which means threatening the income of the government. Anyone who dare to threaten the income of the government have to bear the risk of being charged for falsified complaints. Think about it. It is really very easy to be charged for falsified complaints because you can¡¦t stop the drivers driving their vehicles away while you are waiting for the arrival of the Police, can you?
2. No actually the Police is very willing to accept the complaints. Since it is very probable that the drivers will drive their vehicles away before the arrival of the Police, you need to help the Police by staying there and stop the vehicles being driven away. You are very courageous in making the complaint, so you must be brave enough to stop the vehicles from being driven away too. Well the Police must be expecting a Superman or a hero. No you need both qualities for doing that.
3. No actually the Police is very willing to accept the complaints and they don¡¦t expect you to help them to stop the vehicles from being driven away. But they still need you to witness the whole thing. It is a big issue, much bigger than the illegal parking of bicycles, so how can no one stay there and witness the heroic action of our Police?
